Biggest recycler award

Heard on the news, some people who already do recycling are complaining about the mandatory curbside recycling, cause it's essentially forcing them to pay to do something they already do. That's understandable.

So some are saying there should be compensation, or perhaps rewards of some kind. The news article told how some cities have rewards once a week/month/year for the people who recycle the most amount of stuff. That's gotta be one of the stupidest concepts I've heard of lately. Do people realise that in order to recycle the most, you have to consume the most and and produce the greatest amount of waste in the first place?!
